Prof. Seal is a Civil Engineer and academic specialized in sanitary engineering, water supply, wastewater treatment, and the design and operation of sanitary infrastructure. He holds a PhD in Civil Engineering from the University of Tennessee and has developed his academic career at Universidad de Santiago de Chile, combining teaching, technical training, and applied work in water and sanitation systems. His professional activities include wastewater treatment, pumping systems, drinking-water infrastructure, environmental and sanitary regulations, and technical assistance for rural and industrial sanitary services. He currently contributes to undergraduate and continuing education programs and serves as Director of the Diploma in Design and Construction of Sanitary Works.
